These steps are proven (by me) and made me go from 56kbps to 186kbps.
Some of these steps wil apply to uTorrent. There is always a way to mod with all of your torrent programs. I have uTorrent. Here you go:
After windows service pack 2 they limited your TCP connects to 10. This means you connect to significantly less peers/seeds. With a patch at this link
http://www.lvllord.de/download.php?url=en/EvID4226Patch223d-en.zip it will change it to 50. Some virus scanners (mcafee for me) will detect it as malware. But anything that is meant to f*** with windows is considered malware. I have experianced no issues. Some windows updates will reset this back to 10, check back frequently.
If you are using uTorrent. Go Options>Preferences>Advanced> and to net.max_halfopen and change the value to 80 (it will show up as *80)
Another thing to do is cap your upload speeds at 80%. I know it seems like a dick move, but when reaching your max upload speed. It will start to slow down your downloading speed. Solution to this is just leave your torrent longer.
If you are on a network. Forward ports. uTorrent and BitTorrent all need specific ports opened to allow for specific p2p connections. Check your program for the needed ports
